Gordon Brown has said he will quit as Labour leader as the party manoeuvres to broker an alliance with the Liberal Democrats that would keep it in government.
Within hours of Mr Brown's dramatic statement in Downing Street, the Conservatives made what they called their "final offer" to the Lib Dems after days of negotiations aimed at bringing the parties together in a pact or coalition.
Despite finishing third with a reduced share of seats in the General Election, Nick Clegg holds the balance of power because neither of the two bigger parties won an outright majority.
Since the result, both Labour and the Conservatives have been trying to persuade him to join forces in a power-sharing government.

I'm slightly confused... does this mean Brown will step down as Prime Minister or only step down as leader of the Labour party?

If the Labourites and LibDems form a coalition, he will step aside.
That is what is going on.
Nick Clegg of the LibDems HATES Gordon Brown.
I think a Lib-Lab Coalition will emerge and they will have the support of the SNP and Plaid Cymru as well as the sole Green MP.
