Just waiting for the House to pass it so Obama can sign it into law.

That stuff in the Constiution about all spending bills starting in the House is out the window I guess.

I think Sen Conrad is FOS. The senate has to approve the combination of both bills if and when it is approved by the House.

They won't combine them. They want to House to pass the exact same bill the Senate passed and then send it in for signature.

Has legislation ever become law in that manner?

A number of House member stated that they could not vote for the Senate bill because of the abortion provision. If they stick to their guns, the bill will be defeated. We can hope that they do not get bought off.
