I think Illinois ranks up there because the Blago scandal is still fresh and he keeps himself on TV one way or another.  Not to mention the whole Chicago politics thing.  Hopefully conservatives running this year will bring that up against the Dimrats.

Scandal involves behavior the public is "shocked" by and nobody is shocked by anything out of Massataxes.
