20. Dunno about NYC, but the areas on the outskirts of Chicago are every bit as dire as Detroit.
There is more concentrated wealth in Chicago, to be sure. But some scary places near that Gary, Indiana border...

But we, the state of Colorado, nominate Colorado Springs as one of the worst cities. They're living in a Grover Norquist wet dream.

I don't know Toledo, it's ruined by the odor of Michigan, but I'm very familiar with the other Ohio towns on the list, and they richly deserve this recognition. However, each of them is surrounded by some of the most pleasant, civilized, prosperous suburban areas anyone could ever hope to find.
Democrat politicians and their constituencies cause blue hellhole cities by creating an environment that no decent person wants for his children.

One of the most recent National Review issues has a photo of a black kid on a bike on a city street. The headline reads "Why Do Liberals Hate Me?" Excellent article.
I lived in Toledo for 5 years, went to school there. It's a 50 minute drive to Detroit, so they're really one and the same. I did some student teaching, before switching majors, in an inner-city school. I could detect no learning occurring whatsoever. School days were complete day-long goof-off sessions for students and teachers alike.

The most bizarre war in American history was the comic opera Toledo
War of 1835 fought between Ohio and Michigan. It involved a poorly drawn boundary line, a 19 year old “boy†Governor, and armies that could not fight because they got lost in the swamps.

The dispute between Ohio and Michigan was resolved the following year when Congress, as a condition for Michigan statehood made that territory give up its claim to the Toledo Strip. As compensation for its loss of Toledo, Congress awarded Michigan the Upper Peninsula. At the time, Michigan was enraged by this outcome and Ohio was considered the winner since it was given Toledo. However, nowadays Michigan considers itself the winner of that War since they got the Upper Peninsula while Ohio ended up with Toledo.

It's paid for. I paid it off when I retired in 06. It's a albatross. The pay off was a little over 100K. Market has it down 40%.
