New York, NY, United States (AHN) - New York City has produced a how-to guidebook for heroin users, which includes instructions on preparing and administering the drug properly, and maintaining clean veins to prevent infection, according to reports.
A spokesman for the Drug Enforcement Agency reportedly said giving a step-by-step handbook on using drugs is troublesome, despite the good intentions behind the act.
The New York City Department of Health and Mental Hygiene distributed approximately 70,000 copies of the handbook.
However, health officials reportedly said the goal is not to promote drug use, but safe drug use.
The guidebook also gives information on HIV testing and the dangers of sharing needles.
