When will we see WWII type of gas rationing and food rationing?
My guess is sometime this summer.

It's already happening. They're doing it by price.
Don't expect an equal rationing structure- the rich will always have access by having the dollars for it. Those are their "ration coupons."

will have to enact some FDR style social programs. The one good thing from a colapse of the U.S. economy is that it may get us universal healthcare.

I don`t have much regard for subsidized make work programs but I sense that many DUmmies have no idea that the new deal programs did come with a responsibility.
I don`t think many would be all that keen on that today. :-)

Such orange-vested people are seen various places here in Nebraska--depending upon the locality, they're jail inmates working at lessening their sentences, or from the city mission doing some good, or teenagers working off a "community service" sentence (rather than jail time), or people enrolled in certain social services programs, or, so help me, retarded people who want to be doing something interesting and exciting with their lives.
One expects to see, and sense, a sullen resentment, as if it's chain-gang work, but all the years I've observed the phenomenon, I've never met a grouchy one. And they do do good, complete, work, too, leaving not a shred of paper around.

Coach, I have to agree with the sentiment in the last paragraph. All of the inmates I've run into on work details have been happy they've had the opportunity. There was one who became a tad too friendly with a lab worker, on the other side of the lab, about eight to ten years ago (when I worked in the lab). The lab worker got reassigned to somewhere where she could never be in contact with inmate work gangs again, and the inmate in question wound up having their early release revoked. Cost the inmate four or five years of incarceration.
