A group of speeding drivers in Phoenix have been ticketed using photo radar dozens of times but refuse to pay the fines, MyFOXPhoenix.com reported.

One motorist whom police have identified as Dave Vontesmar wears a monkey or giraffe mask to avoid having to pay tickets given to drivers captured on photo radar while they're speeding.

Vontesmar is a flight attendant, and authorities say he's racked up about 90 unpaid photo enforcement tickets within the past year, MyFOXPhoenix.com reported.

That makes it kinda hard to prove it was him.

Yes, but the ticket must be written to the driver.

What lug-nut said.  The cameras (speed, red-light, whatever) also take a picture of the driver.  And if the driver is obscured or cannot clearly be identified, they have no case.  One of the wonder flaws of the camera system.

However, in the Phoenix story, the cops claim they've followed him and observed him putting on and taking off the mask.  And if that's the case, then why the hell don't they pull him over?  I thought masks impaired driving.  Hey, what the hell do I know?

Take a look at this list of repeat parking violators (http://www.ci.decatur.il.us/publicinformation/Parking%20Violators%207-8-2009.pdf) (PDF) from my town. It's ridiculous that so many are left on the books.  There is no towing policy or booting of cars here.

My son got a ticket for running a red light (right on red with no stop first) from one of the automatic camera systems.  No photo of his face, but it was him, so he did the right thing and paid it.  The ticket he received gave 3 options....pay it...challenge it in court....name the person who was driving (essentially rat on whoever it was).  Had there been any question, I/we would have challenged it because they had no proof of the ID of the driver (burden of proof is on the accuser).  The car title has my and his names on it. Oddly enough, they mailed the ticket to him alone.
