I'll bet that he doesn't even think that the two things are comparable.  Dimrats are good about ignoring things that are obvious to everyone else.

They are related, but by Democrat standards that often have nothing to do with reality.

Photo ID is accepted when it is good for the Democrat.
Or..
Photo ID is rejected when it is good for the Democrat.

The question is, what about the Union Muscle ? Will groups like Jobs with Justice and ACORN be turned away if they are out of district ? I doubt it. Want to get in ? Make yourself an ACORN T-shirt, and wear an Obama button.
