I've actually heard rumors about this since the mid-1980's.  People would tell me they saw it on PBS about how the Russians were zapping RF energy into the air in 3D geometric shapes.

Every so often it pops up again on my periphery and that is it.  Last time I think I caught a tail end of something about it on a public access channel.
