Prop 1F says that state legislators can't get pay increases, unless the State budget is balanced. Concern had been expressed that it would work as an incentive to increase taxes, rather than as a punishment for unbalanced budgets.

If passed, Proposition 1C would allow the state to borrow $5 billion from future lottery profits.
Proposition 1D would temporarily transfer money from the Children and Families health programs.
Proposition 1E focuses on mental health funding. That money would be transferred to the general fund.
Proposition 1F would freeze legislators' salaries in years of fiscal emergency.
Prop 1A would require that all revenues and resources coming into the state would have to be identified as to whether they are one-time or ongoing. Theoretically, this provides a tool under which the legislature may choose to limit the expenditure of one-time money to one-time spending, which is a good idea.
If Prop 1B is approved, Prop 1A creates a new account in the Constitution called the Supplemental Education Payment Account, a supplemental rainy-day fund for the schools which will be used to pay down the monies owed to the schools caused by the current and past underfunding of Prop 98 requirements--about 9.3 billion dollars. A portion of the monies in excess of the cap created by 1A goes into this Fund.

Early returns show little support for budget propositions (CA)

In a stiff rebuke to Gov. Arnold Schwarzenegger and legislative leaders, Californians in early returns were dismissing a package of special-election ballot measures that the officials said were critical to the state's solvency but triggered anger and indifference among voters.
The sole state proposition winning as early returns were released tonight was another repudiation of elected officials -- a measure that would ban pay hikes for legislators and state officeholders when the state is running a deficit.
In local contests, a brawling race for city attorney ended with former Deputy Dist. Atty. Carmen "Nuch" Trutanich holding a slight lead over City Councilman Jack Weiss.

No change, absolutely no change, on the congressional race; the political bosses are probably still arguing over which Democrat's supposed to get their "votes" created out of thin air. But as it's already a blue seat, no great shakes.....unless one of the 3 Republicans magically pulls it out. Then that'd be BIG news.
