Both were entered into the congressional record, multiple times unbeknownst to the submitter. Their inclusion doesn't lead to authenticity though, as we're both aware of how easy it is to have something entered. That latter revision, was taken as an excerpt from a book by Skousen, whom was quite the tin foil hat conspiracy theorist, and labeled nearly everyone who took a different stance than his... a communist.
