I am a member of both the Humane Society and ASPCA. 

I am trying to determine which agency to contact about this pet abuse....

Exactly, my wife does the dressing, I take the pictures. Actually the cat in question is a Main Coon we rescued from the shelter which is NOT a no-kill shelter by the way. The cat, Squeeky (squeaked instead of meow from near death while a kitten), actually LOVES the attention and will sit for a long time while being dressed and posing for pictures. She loves it but DID have a problem with the Halloween hat on her head.
