WASHINGTON — Secretary of State Condoleezza Rice said in an interview released on Friday only an "idiot" would trust North Korea, which is why the United States is insisting on a way to check its nuclear claims.
A 2005 multilateral deal under which Pyongyang would abandon its nuclear programs has become snagged on Pyongyang's refusal to spell out a protocol on how to verify its disclosures about its nuclear programs.

Yeah, I was particularly talking about their attempt to do a nuke test that apparently couldn't get to high order, leaving them with an extremely expensive and highly contaminated cave under their test area. They also blew away most of some heaviuly populated railway junction town in an industrial accident of some sort associated with their program.

I've always been enamoured of their expensive fireworks displays advertised as IRBM test launches, personally, but you're right that cave ala nuclear "fizzle" is probably the most expensive camp for political prisoners they have.
