As Budget Shortfalls Force Reductions in Home Care, Low-Income People May Face Nursing Homes, Advocates Say

Faced with widening budget shortfalls, several states are rolling back support services for the elderly and disabled. The move is making it tougher for them to continue living on their own, advocates say. At least 15 states, including Alabama, Virginia and Massachusetts, are targeting such funding, mostly for programs that allow low-income shut-ins to receive personal care -- like cooking, cleaning and basic health services -- in their own homes, according to the Center on Budget and Policy Priorities, a liberal-leaning Washington, D.C. think tank that studies state budgets.

The cutbacks are exacerbating the already long waiting lists for home-care support services in many states. That leaves the low-income elderly and disabled to dip into their meager incomes to hire their own help, reach out to family or charity, or seek more restrictive and expensive care in a nursing home, advocates say.

As the economy falters, declining revenues and tax receipts have led state agencies to cut spending, with 41 states facing current or looming deficits, according to the Center on Budget and Policy Priorities. Services for the elderly and disabled are just one of the areas facing cuts. But the cuts hit hard because the population is especially vulnerable. "The call volume is increasing exponentially and the people are desperate," says Sarah Lightell, chief operating officer at the Senior Resource Alliance, which uses state funds to provide home-care services to the elderly in central Florida.

In surveys, the elderly and disabled say they prefer to avoid nursing homes and receive less-restrictive care in their own communities. Through the Medicaid program for the needy, the government has encouraged home-based care in recent years, since nursing homes cost far more per person. In 2006, the federal/state program spent about $47 billion on nursing-home care and $15 billion on home- and community-based services. Some officials say that the savings community-based care is supposed to generate are often illusory. When eligibility is expanded, critics argue, people who would never enter nursing homes come out of the woodwork to get government funding. This "woodwork effect" only adds to the overall cost.

when will people realize the greedy create the needy?

We need to TAKE the wealth back FROM those who have taken TOO MUCH.Take it from the rich by progressive taxation or by force,I don't care which as long as it happens,because We need to help the poor,the disabled, the old,etc..

The rich will always be parasites they have too much and share nothing with others,they are pigs.We need to pull the rich pig jowls out of the trough of our collective wealth..The rich are too ****ing greedy to be trusted to be fair or even generous by themselves..

UP is beyond hope but is it too much to ask for these idiots to inform themselves of the fact that "wealth" is largely assets that are only as valuable as what the market will bear for them.
A house is worth X in one place and something different in another for example.

Remove from the population the ability and desire to buy then the wealth they think they can take for their own greedy,selfish use disappears.

If I was her and made my life into the self-loathing, unnatural, determined-to-wallow-in-misery mess she's made of hers (or whatever she/he/it is), I'd hate everyone too, especially those who actually put some effort into life success, be it material or emotional, or any other measure of success or happiness. She creates her own failure, and hates everyone else for not doing the same.

I'm sure UP, having no job and much time on her hands, will immediately take it upon herself "to help the poor,the disabled, the old,etc.."  She will voluteer to help clean rooms, bedpans and people at the closest nursing home.  She will volunteer her time at the local food pantry.  She will run fund-raisers to assist with expenses that taxes don't cover.  She talk all those "evil rich people" into donating even more of their money.

I'm not so concerned about that; there's something else here.

The subway cat is 42, 43 years old, and obviously has had "problems" all her life.

It seems probable the past 20-25 years, the subway cat has cost taxpayers something at least in excess of $700,000; all those welfare freebies, those "disability" payments, all that psychiatric care, all those pharmaceuticals, perhaps even housing subsidies, and there's those voluntary, not necessary, costs for changing her into a "he."

That's the minimum best guess, remember.  The very minimum.

I'm sure no one here has ever gotten circa $700,000 (or more) in free stuff from the government (i.e., the taxpayers).

I'd like to know when the subway cat's going to pay us all back, by working in a job and earning money and herself paying some taxes.

I'm not holding my breath.

In the meantime, this makes the subway cat's rants about big business and capitalism all the more hilarious and hypocritical; the subway cat's greedily hogging at the public trough just as much as they are.  She's getting more than her "fair" share of all this.

For all the blather over how 'WE' treat our elderly and infirm, how do these individuals take care of THEIR own elderly and infirm. How many care for them, even if there isn't something in it for them like a gov. paycheck? At one time, DUmmies, people took care of their own elder people. You all helped put the nail in that coffin when  you 'liberated' women from service to their family and told them their lives were wasted by such service. You can look at your own reflections when wondering what's 'become of this country'.

Uneducated fruitbats like this think we operate within a zero-sum society. They think we have a set amount of wealth in this country and when one gets rich, another has to get poor.

Except since need is the absence of something it can't really be created.  It would be like creating darkness.  Or creating a void.

Actually, 'it' is right in a sense..greed does create need, but a lot of times that 'greed' is from what it would deem as the 'lower classes'. They have wants as opposed to needs and somehow they, the bleeding hearts, and the federal and state government make that want into a 'need'. So, greed does create need...the UP just doesn't get how.
