Pelosi is probably reading a copy of the speech.  It helps her plan how to react for the cameras.

Is this the first time they have ever watched the SOTU,every member of Congress gets a copy and it is commonplace to see them reading along as the camera sweeps the chamber at times.
Now having said that,most of those who are in the camera shot over the years have the couth to not be doing it.

Nuff said.
