I'm not going to give BlueSky a click, but I'll guess:
* The 2YO is in custody with a parent; IOW, ICE did not separate the child from the parent;
* The "trailer prison" is a portable building similar to what many public schools use as classrooms; even in the 1960s (I was in one when I was in 5th Grade), these had built-in AC.

Not finding anything but a tweet from U.S. Rep. Joaquin Castro claiming the child's mother (who is with the child) told him the child is not eating, getting sick and running a fever and being denied any care. Nothing else supporting the claim, but the tweet is "cited" in several news articles.
