Aren't those from the anonymous tip line that probably got DU'ed like so many polls?  Where the vast majority of the calls were unsubstantiated or investigators couldn't reach anyone to do any follow up?

Wanting it to be true is the only verification DU-grade Progs need or recognize as true.
