But I was told by everyone on the right that the only person who could deploy the National Guard (or prevent the deployment of the National Guard) was Nancy Pelosi.

1. The first lie, Presidents do have the general authority to deploy the National Guard, except to certain contexts.
2. The second lie, it was not claimed that Trump needed Speaker Pelosi's permission to deploy the National Guard in DC. Trump offered the National Guard to assist Capitol Police, a context for which Speaker Pelosi did have authority to decline.
Whether DUmmie Nimble_Idea knew (s)he posted lies or just ignorantly parroted Brian Tyler Cohen's (whoever he is) lie, I don't know.

I'm pretty sure that President Trump won since DC is now being patrolled by NG and a bunch of federal officers in support of DC MPD.

The head of the DC Police Union praised President Trump’s temporary takeover of the Metropolitan Police Department (MPD) and deployment of National Guard troops as a “critical stopgap” amid “out of control” crime in the nation’s capital on Monday.
“We stand with the President in recognizing that Washington, D.C., cannot continue on this trajectory,” union Chair Gregg Pemberton said in a statement. “Crime is out of control, and our officers are stretched beyond their limits.”
“The federal intervention is a critical stopgap, but the MPD needs proper staffing and support to thrive,” he added.
