Based on Biden's latest couple of public appearances, theoretically he could be the one DUmmy Orrex is referring to.

And because Biden was only the 2nd U.S. President of the Catholic faith, will he and "Doctor" Jill be going to the Pope's funeral? Inquiring minds want to know.
