Short answer - using small words so that they can get thru the alcoholic haze between your ears, DUmp'Rat - is that the system is in place to DO THE WILL OF THE AMERICAN PEOPLE. Donaldus Magnus and Elon Musk are executing the will of the American People as outlined on November 5th, ergo "the system" will not stop them, and the Deep State will likely fail to stop them.

Per this survey, https://worldpopulationreview.com/country-rankings/most-corrupt-countries , Haiti is the 7th most country in the world (not just the Western Hemisphere). Ukraine-Haters would be chagrined to see that Ukraine did not make that Worst 10 list. Ukraine isn't even the most corrupt country in EuroLand, and has been improving despite its 3-year invasion by the more corrupt Russia.
