3. Binding Code of Conduct for the Supreme Court: Here Biden “thinks” this can be effected by statute, ...
The issue wrt point #3 is whether Congress and the President can constitutionally dictate some "Code of Conduct" on the USSC, a "Code" that would necessarily be subject to future partisan-political manipulations.

Regarding #3: I suspect anything in that regard wouldn't pass the smell test constitutionally, as the Executive and Legislative branches have no authority - constitutionally, as well as morally - to dictate nebulous "ethical" policies to a CO-EQUAL BRANCH OF GOVERNMENT.
