And I haven't seen an answer to this anywhere:

Is the current debt ceiling bill that the House already passed subject to the 60-vote cloture rule in the Senate? I thought that bills that impacted the budget (which this does) were not subject to the filibuster.

Related: are amendments to the bill subject to the 60-vote cloture rule in the Senate?

And finally: once a cloture vote passes, are Senate bills then passed with a simple majority?
