Wasn't there a special maneuver that would allow
a bill passed in the House to be passed in the Senate by a simple majority vote?

1. That's what started the process last week
They still needed a cloture vote to end debate, rather than to start debate.
The Democracy Docket tweetstorm about it made it sound like they were doing an end-run around the cloture vote, but then said something along the lines of "they'll still be able to filibuster ending debate."
I did give them a chance to speak on it at least.

And was misinterpreted by many. It was always going to require 60 votes for cloture to end debate, the maneuvering basically fast tracked it to the same eventual outcome.

It's called Reconciliation and it's only allowed on budgetary bills. ObamaCare was able to sneak by with that trick, but it couldn't be justified with a voting laws bill.
