In fact, several bases are a hodgepodge quilt of areas that are exclusive Federal or concurrent State/Federal jurisdiction.

The problem is that while the bases might be federal, the "aid and abetting" to get her there still occurs within the state of Texas. So the aiders would be still on the hook as Texas residents.

This is the closest thing to a rational response in the thread. Some years ago I was sent to San Diego to learn to use a database that calculated utility costs for the state and the feds.

For example, the National Guard facility could be 100% federal land and built with a fed-state cost sharing agreement of 75-25 respectively. But the feds keep an office in 10% of the structure 100% of the time while the state only occupies the remaining 90% for 7% of the time.

Yeah, I know.

At least I got to see the USS Kitty Hawk while I was there.

And lots of homeless people.
