1. No. Speech and Debate Clause.

2. No. Dr. Paul's statements about Fauci were true. In the US that is pretty much an absolute defense in a libel/slander lawsuit.

3. No. As a public figure, Fauci would find it almost impossible to win a libel/slander lawsuit.
