Because of the way the primitives are, one wishes municipalities had a quota of 600 primitives per 100,000 population per month to be arrested, for anything.  Once word starts slowly getting around, the remaining primitives might settle down and behave.

Cities have no quota for arrests, just like DU has no limits on idiots or stupidity.

The now-dead thugling had a criminal record longer than the ... of any 10 allegedly-male DU members.
