When did Obama vote for increasing taxes " on those making just $42,000 per year."?

Saw this a lot this morning. What is it based on?

His plan to tax capital gains as regular income would increase taxes on people making any amount. The hip-hoppers and dooby suckers who form his base don't even know what capital gains are, let alone how they should be taxed. His plan to treat corporate profits as a cash cow for his socialist programs will depress the equity markets and become a de facto tax on every American with a 401K nest egg or any other investment.
DUmmies believe the whole tab for a socialist tomorrow in America will be covered by people making over $250K, more than many DUmmies will make in a lifetime, and the evil for-profit corporations. In fact, every American who works for a living or has investments for the future will pay for the mistake of electing B. Hussein (pbuh). Of course, DUmmies consider anyone who works for a living or has investments to be rich.

I suspect the primitives are avoiding this bonfire, not wanting to touch it with a 10-foot pole.
Just one response thus far.

1. Here is a link, to the complete article http://www.factcheck.org/elections-2008/more_tax_decept...
A TV spot claims Obama once voted for a tax increase "on people making just $42,000 a year." That's true for a single taxpayer, who would have seen a tax increase of $15 for the year – if the measure had been enacted. But the ad shows a woman with two children, and as a single mother, she would not have been affected unless she made more than $62,150. The increase that Obama once supported as part of a Democratic budget bill is not part of his current tax plan anyway.
The primitives have no idea how tax plans evolve.
