We don't have a huge COVID outbreak in my area. But it is here. This morning I was walking my dog...
in the park. We were near the end of the walk (me wearing my mask), and my dog took the "dump" position. I stood by waiting to clean it up.
A runner was coming down the hill before us, and he stopped about 30 yards from us and began hacking loudly, bending over, then spitting. I felt my stomach drop. My dog was taking her time. The hacking continued. He took a few more steps, bent over and continued to hack and spit.
My dog was done, I picked up after her, and headed back the direction that we came from (away from him of course, I didn't want to cross the path of air he was in). Luckily I noticed that the breeze was blowing from us toward him.
The guy headed up toward the parking lot (where I wanted to go) spitting and bending over the whole way. I didn't want to cross his path so I made a large circle. I could see him in the distance pounding a Gatorade.
I tried my best to avoid his "spitting" and coughing path, and I hope I did. I got to my car, put my dog in and left.
I don't know if that was COVID, so I didn't know what to do. I didn't want to yell at the guy because I didn't want him near us. I wasn't sure if it warranted calling 911. Probably not, I'm sure there are still colds and other viruses around, but why that jack ass didn't cover his mouth is beyond me.

1. I keep motioning to people approaching me while jogging or walking two abreast to get over
Most are polite enough to do so as I'm literally off the paved bike path into the ravine that runs parallel. But, that they don't automatically get over in a single file so that there is at least four feet available separating us is really annoying. They say to pick your battles, but damn--when my life and others are at stake, I'm having trouble with that.
As a dog obsessive myself, I've also tried to be understanding when people let their dogs get past them (though they clearly are supposed to have them leashed) and of course then have to come up to me and my dog to retrieve it. Outside walking my dog, in my car, and at home are the ONLY times I'm not wearing a mask and my face/skin can heal. But, that hinges on people being responsible I encounter outside. Thus I tend to spend time out on the trails at dawn, but even then I encounter people that just don't think.

2. I'm having the same issue. Usually I say, "Share the path, please," and most get it.
But some people just have to take up the whole space.
But I always mask these days.
This morning, though, a fellow walker had a mask that said, "This was all preventable." Love it! And I told her so.

3. "he stopped about 30 yards from us"
Coughing and hacking happens, seems like he "distanced" properly. Sounds a bit like you're too paranoid to be without a mask or too far from home?
Ya think??
Man, it must suck being paralyzed with fear like they are, 24/7. Between all their hatred and this paralyzing fear ... they're all going to die from heart attacks very soon. COVID related deaths they'll be called.

12. This.
Never understood the male need to spit.
I find it disgusting. Good thing I was born a gay woman lol.
So I guess gay women only swallow. What a waste...

Oh yeah, this whole C-19 event has liberals simply petrified in fear which only seems to amplify their authoritarian nature of wanting everyone else to be as scared and obedient as they are. And they do it all under the guise of being safe and wanting no one to get sick rather than be honest about why they want to shut down the economy. But it upsets them greatly when their desires go unfulfilled. They can’t even control some of their own. Guarantee you a whole bunch of the people you saw crowded on the beaches in CA are Dems getting tired of being locked inside, too. It wasn’t just Republicans and conservatives and Trump supporters, that’s for sure.

I saw a video yesterday of a young black man telling an interviewer he was a democrat but in the case of coming off the lock downs he was out there with Trump supporters because we ALL need to stick together on this.

The OP reminded me of this scene from the movie The Ten Commandments.

Yes!! That’s exactly how it looks like they feel. They appear to think if the coronavirus lands on you without a mask and gloves, you’re going to simply explode and die a horrible fiery death! To them this is a death sentence to normal humans it’s just another thing to deal with and move on.
