Is the NSA a military organization?
If not, why does Mike Rogers wear a military uniform? I respect him and his service. I'm just trying to understand why he wears a uniform if it's a civilian role.

1. Because he is an active duty officer.
Also the NSA is a component of the Department of Defense.

2. The Director of the NSA is always a military officer.
They are appointed to the grade of a four-star general or admiral during the period of their incumbency.
The NSA is a Defense Agency within the Department of Defense.
