Conservatives are blasting the five-month, fiscal 2017 spending deal written by Republicans and Democrats as Conservatives are blasting the five-month, fiscal 2017 spending deal written by Republicans and Democrats as nothing short of a "cave in" by the GOP despite its control of both the House, Senate and White House.
The deal, conservatives say, will make the fiscal 2018 spending process even more difficult.
The $1 trillion bill "does little more than kowtow to liberal Democrats and so-called moderate' Republicans," Jason Pye, policy director for the conservative FreedomWorks advocacy group, said Monday. by the GOP despite its control of both the House, Senate and White House.
The deal, conservatives say, will make the fiscal 2018 spending process even more difficult.
The bill also includes an unprecedented $1.5 billion for border security, although none of it can be used for a wall or to increase deportations of those who have already crossed the border.
But despite those Republican gains, a GOP aide who has spoken to conservative GOP lawmakers said most view the bill "as a complete concession to Democrats and that it is more or less what we have seen in the past — that they are making the decision to pass it with Democrats rather than Republicans."
As examples, it does not strip out taxpayer funding for Planned Parenthood, a women's health and abortion provider. The legislation excludes language that would withhold federal funding from so-called sanctuary cities, another conservative priority.
It does not include a penny for the southern border wall that was at the center of Trump's campaign agenda, despite a request from Trump to include the funding. The legislation also leaves in place Obama-era financial reform language the GOP has long criticized as burdensome.
Pro-life groups were particularly frustrated, even though House Speaker Paul Ryan signaled earlier this year he would include language defunding Planned Parenthood into the GOP's health care bill.

As Trump budget plans fade, Republicans brace for war – with each other
Look out, Republicans up for re-election in 2018. Look out, House Speaker Paul Ryan.
The fiery, never-give-in ultra-conservative wing of the GOP is highly displeased with the budget agreement reached this week.
“Instead of fighting for President Trump’s conservative budget priorities, they have surrendered to the Democrats once again,” Ken Cuccinelli, a former Virginia attorney general who heads the Senate Conservatives Fund, said of congressional Republican leaders
Democrats are elated over the $1.07 trillion budget deal, which reads almost like an Obama administration blueprint.
“It’s no different than if Hillary was elected; it’s a huge loss, and I’m livid. Paul Ryan’s House is a not conservative House,” said tea party Republican Art Halvorson, who nearly defeated Rep. Bill Shuster, R-Pa., in the 2016 primary with 49.4 percent of the vote.
Conservative groups are watching their members, too. Dozens are expected to vote no, meaning GOP leaders will need Democratic votes to pass the budget. Heritage Action, a leading conservative group, will likely make opposing the budget vote a key vote in its scorecard of votes to watch.

Rush on the terrible spending bill: “Why is anybody voting Republican, if this is what happens when we win?”
It’s the special interests who are responsible for this garbage spending bill, he insists, aided and abetted by the corrupt Republican establishment. All true enough, but how about the superhero whom America elected to impose his will on Washington and to drain the swamp? Does he bear any blame?
What if his (Trump) main concern is popularity, in the form of averting any shutdowns for which he might be blamed, instead of major policy gains?
But the dirty little secret is that there isn’t any evidence that anywhere in Washington is there any aspect of the Trump agenda on display. It doesn’t seem to be that in the House of Representatives that there is a desire to implement any of the Trump agenda. It doesn’t seem in the Senate that there is a desire to implement any of the Trump agenda. It does seem in the House that there is a lot of energy devoted to stopping a Trump agenda. Ditto in the Senate…
This budget is a direct slap in the face. This budget is a stop sign. And it’s throwing down the gauntlet. “You may be elected president, but you’re not getting anything. Nothing’s gonna happen here.” And if Donald Trump cannot rely on the members of his own party — are you really telling me we can’t get a replace and repeal Obamacare bill after all this time? And I don’t mean since Trump won the election; I’m talking about since it was passed seven years ago, six, whatever it is now…
I’m telling you, folks, the will isn’t there. The establishment, whatever you want to call this bunch of people, the ruling class, the establishment, the donors, whatever you want to call ’em, they’re not just gonna roll over and let Trump implement those things that he campaigned on just because he won the office, just because he won the presidency. And he’s going to have to overcome this if he’s going to be successful. And the way he’s going to have overcome it, he’s going to have to have his own staff, legislative staff in the White House that writes this legislation and muscles its way through…
I have to think he knows better than I do, better than anybody else does, ’cause he’s living it. I don’t know what his expectations were. I can believe that he expected the Republicans were gonna be deliriously happy at his victory and deliriously happy to work with him, and I fully think that he expected the Republicans to be on his team and that they would be working together to get a whole lot of this stuff done to fix and repair America and stop this descending trend that our country is in.
