Jumana Nagarwala of Livonia was charged with female genital mutilation, a five-year felony, and transportation with intent to engage in criminal sexual activity, a 10-year felony, according to a complaint unsealed Thursday in U.S. District Court.
“According to the complaint, despite her oath to care for her patients, Dr. Nagarwala is alleged to have performed horrifying acts of brutality on the most vulnerable victims,” Acting Assistant Attorney General Kenneth Blanco said in a statement. “The Department of Justice is committed to stopping female genital mutilation in this country, and will use the full power of the law to ensure that no girls suffer such physical and emotional abuse.”

The FBI investigation alleges Nagarwala removed clitoral skin from two girls who were brought to Detroit earlier this year, activity that violates both federal and state law regarding female genital mutilation.
My human side wants to believe she would have been prosecuted even if Obama were President; my partisan side believes she would not have been prosecuted in Federal court. Sadly, I think my partisan side may be closer to reality.

Authorities in Minnesota have filed child protection petitions for two 7-year-old girls who prosecutors say were brought to Michigan by their mothers for a genital mutilation procedure.
The petitions were filed in Hennepin and Anoka counties on Thursday, the same day a Michigan doctor was charged with performing genital mutilation on the two girls. According to the FBI, Dr. Jumana Nagarwala was arrested after the 7-year-olds identified her as the person who performed procedures on them in February at a clinic in suburban Detroit.
It is believed to be the first case of its kind prosecuted in federal court.
The petition in Hennepin County said one of the girls was removed from her family’s suburban Minneapolis home and placed in a shelter on a 72-hour health and welfare hold. Her 11-year-old brother remains in the home.[…]
According to the petition, child protection services received a report of physical abuse of the girl on Monday and authorities interviewed her. She told them about the trip she took with her mom, a friend and the friend’s parents. The girl said she went to see a doctor, but was told to keep that secret.
The girl was given a medical exam after being removed from the home.
Her father told a child protection investigator that “if they knew what would come of it, this would never have happened,” the petition stated.

There's been another pair of arrests in this case. (http://www.fox2detroit.com/news/local-news/249924325-story) I have a feeling it's more widespread a practice here in the US than just this one case.

Second Doctor Arrested for Mutilating Little Girls’ Genitals in Michigan

Dr. Fakhruddin Attar is accused of letting Dr. Jumana Nagarwala perform mutilations at his Burhani Medical Clinic on Farmington Road in the Detroit area. The little girls were sent from Minnesota to Attar’s clinic for the barbaric procedure.

There are more victims in Michigan, prosecutors allege.
On March 31, agents obtained a court order to listen to Nagarwala’s phone calls.
During one call, Farida Attar was heard advising parents of one Michigan child to deny to law enforcement that the procedures were being performed, according to the agent.
“Farida told the parent to completely deny the allegation, and to say that nothing has happened,” the agent wrote.
Unsurprisingly and sadly, IMO, this case has so far received mostly local coverage.
