With no major media, especially CNN, presenting the content of the release within their broadcast, it would appear the intent is to position/protect former Secretary of State Hillary Clinton to receive the benefit of an Obama pardon under the auspices of avoiding a malicious political investigation by any incoming swamp draining agents.

And there was a debate immediately after the presidential election about Democratic candidate Hillary Clinton as a likely pardon candidate, even though Clinton has not been charged with any criminal offenses. This week, Obama spokesman Josh Earnest repeated the White House’s consistent position that President Obama has no interest in politically motivated pardons.
The President has pardon or clemency power under Article II, Section 2, clause 1, of the Constitution, under the Pardon Clause. The clause says the President “shall have Power to grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment.” The Office of the Pardon Attorney, which is part of the Justice Department, has handled such matters for the President since 1893, and it has a detailed description of the pardon and clemency process on its website.

Going over to the "Office of the Pardon Attorney" web site we find this:
§ 1.1 Submission of petition; form to be used; contents of petition.
A person seeking executive clemency by pardon, reprieve, commutation of sentence, or remission of fine shall execute a formal petition.
And the precedent was set when Ford pardoned Nixon "for any crimes he might have committed against the United States while president."

One expert, attorney Samuel T. Morison, told The Charlotte Observer, “The only constraint is that he can’t pardon someone in advance of committing the offense.

If he pardons her it will forever be taken that there is some crime she DID that needs to be pardoned!
As much as I would like to see her in prison, the idea that she will be truly dead politically (these rumors about her running for NYC mayor are disturbing) is a better resolution. That and the idea that even the left will have to admit she probably did something criminal.
The obozos have always hated the clintons -- this would certainly be an obozo-style parting gift.

I also fear pretty sure that she can't dump on Obama without dumping on herself too. I think Obama knows this and will let the pardon thing slip.

Who need to read a novel when we're living in one with characters of the most despicable sort. It's only a dream to think she'll ever go to prison. I wish he would pardon her. That might be as good as we will get out of the whole ordeal.
