This is a classic case of "One World Order" bullshit.

Germany has had a law like this on the books for several decades now. If the Polizei saw you idling your car, regardless of location, they were known to say something about it to you. I'm not sure about a "Strafzettel" (traffic ticket), but it was against the law to allow your car to warm up.
