When night falls, Chinese restaurant chef A-Shun heads out in his SUV with a box of Red Bull in tow.
A-Shun patrols various south Sacramento neighborhoods from 9 p.m. until the early hours of the morning, waiting to respond to potential crimes targeting Asians. He is part of a self-organized volunteer patrol group of at least a dozen Chinese immigrants. Their ranks include waitresses and construction workers, store owners and massage therapists.

As mrc said, you have to read ~2/3 of the article to learn particulars about the perps. Given the controversies (https://en.wikipedia.org/wiki/Kevin_Johnson#Controversy) surrounding current Mayor Kevin Johnson (http://www.wsj.com/articles/SB124511811033017539), I can understand that these Chinese and Vietnamese residents might be a bit skeptical of Sac PD's willingness and ability to respond (http://www.sacbee.com/news/local/news-columns-blogs/city-beat/article31528499.html). That Johnson, apparently, is a slumlord in Oak Park, the site of a 1969 race riot, is bitterly ironic to me.
