10. I think adding amendment to regulate interest rate & require a grace period is a good addition.
states that already have such consumer protections are exempt from the amendment.

I honestly never understood how payday and title loan companies were ever allowed to be created in the first place. They seem little better than loan sharks and even more dishonest than pawn shops.

It's not the government's job to allow businesses to be created.
High interest loan businesses are not dishonest. The terms and interest rates are on the contract.

Exceedingly high interest loans have been condemned and often against the laws since biblical times. I'm glad I've never been in a situation to need one of those loans.

In Florida there is a 60 day period between loans so that people can't take out one loan to payoff another. I believe they also have a registry so that you can't take out multiple loans from different companies on the same time you have a loan. The deal is you take out say 500 (the max) and on your next pay day you're required to pay back 550. Not a bad deal if you are that desperate for cash.

That wouldn't be so bad, but in some states, the person pays off their loan, is broke again and has to take out another.

That is the purpose of high interest rates and collateral, to cover those losses.
If you fail to repay a contracted debt, then the state may only be involved as referee of the dispute (lawsuit), and the loser pays the costs. That is the libertarian solution.
