It’s been a plot device in sci-fi and comic books for years. There’s been debate about it, at least in some form or other, in real life scientific circles. The “it†of which I’m speaking is the parallel universe. In this case, I’m speaking specifically of a mirror universe that is a complete and exact duplicate of our own universe but in an inverted, or mirrored, state.
In our universe “up’ is above. In the mirror universe “up†is below. Good is evil. Evil is good. You get the idea.
In this new theory, the DUmmies have evolved beyond us to the point where they subconsciously tap into the mirror universe on a mental level, but they have yet to evolve to the point where they can consciously control or even understand this.
The DUmmies are essentially existing in a dual state. While their physical bodies and brains are here, in our universe, their “minds†have been supplanted by a constant influx from the mirror universe. This theory is one possible answer as to why so much of what the DUmmies do and support is viewed as wicked and evil by normal people.
In addition, this theory sheds light on why so many DUmmies have mental problems: their current minds and bodies have not yet evolved to the point that they can handle this duality and this causes mental breaks.
I realize this theory has some things to work out and that it is kind of out there since it is operating on the assumption that DUmmies actually have brains; however, it is a work in progress.

If "evolved" means dead end, yes.

Whether or not macro-mutations account for the diversity of life observed on Earth is another debate but one of the myths that has arisen around evolution is that it results in an "upwards" trend as if there is such a thing as upwards or that evolution wouldn't tend stasis or even devolution.
