Unbelievable.

The taxi in front was clipped.

It looked to me like the classic stall incipient spin.
The latest reports have the pilots pulling back the working engine.
The dead engine combined with a power reduction on the working engine left the mishap aircraft worse off than a glider.

my flight instructor from many years back used to say when asked about a small multi engine plane was that the only thing a multi engine plane will do is get you to the scene of the accident quicker.

Lucky for that taxi driver that they drive on the right side in Taiwan.  Otherwise they would have had left wing in their face and ended up just a red smear on the wingtip.
