Annual Defense Budget (USD):     USA - 612.5 billion;      PRC - 126 billion.

Of course the vastly different cost of labor, including military pay and benefit levels, belie the actual effect on force strength of the two levels of expenditure, it is not a value comparison but merely an unadjusted economic number.

The OP is based on dumb premise.  Pakistan, a country that hid Bin Laden, has nukes. North Korea, a country run by a psychopath, has nukes.  If any country would use a nuke, or help terrorists assemble a dirty bomb, it would be NK or Pakistan.

I gauge how civilized a country is by how many Popeye's they have. Only a few qualifies for barbarian status.
