The wee bit of conspiracy theorist in me notices an attack on protein.  Reduced animal protein = reduced testosterone = a wimpier society = more easily controlled.

I don't have a problem with the basic issue of food animals being treated humanely, within reason, until they're harvested, but laws like this can be used as a vehicle to achieve any number of other bad ends like food control and restraint of trade.

What are you saying? That extreme liberalism cost money and extends control of the masses to the elite few.

It all boils down to control over people, the cost part is just economic coercion rather than outright orders about food, or prohibition of particular items.  A coercive scheme that begins from understandable motives is all too easily turned to foul purposes by social control power freaks.
