A homeowner reported seeing the panga boat — narrow, high-bowed vessels often used by human and drug smugglers — at Malibu's El Pescador Beach around 5:30 a.m. Wednesday. The Los Angeles County Fire Department was first on the scene.
Responding units found the overturned boat on the shoreline with a debris field, including 15 fuel canisters and a few personal items, a spokesman told Fox News Digital.
The Los Angeles County Sheriff’s Department and U.S. Border Patrol were alerted and opened an investigation.

Rosemary Hayne, 39, was found guilty last week of assault after violently flinging her food at Emily Russell, who was working behind the counter when Hayne launched her obscene, caught-on-video attack.
“You didn’t get your burrito bowl the way you like it and this is how you respond?” Parma Municipal Court Judge Timothy Gilligan said during sentencing, according to Fox 8.
“This is not real Housewives of Parma. This behavior is not acceptable.”
Hayne told the court and Russell that she was sorry for her actions — before going on to say that the food she was given looked “disgusting.”

Original plans by the city included warming buses for the migrants during the winter months and a $29 million contract to use taxpayer funds for military-grade tent cities. The city has also used 17 churches in its plan, and each site is expected to hold about 20 arrivals.
Alderman Chris Taliaferro told The Center Square that the city approached him about using a public park in his district for shelter.
