The linked article isn't titled that, but in essence that's what it means.

Barry's domestic policies were abject failures, almost as bad as his foreign relations policies -- Iran and pallets of cash, anyone?

President Drooling R. Asterisk keeps using the term "infrastructure" for all manner of things -- abortions, gun control, forced unionization (h/t to Ted Cruz) -- with only 30% (using WaPo's loosely defined "fact check" as to what constitutes "infrastructure") going to actual, you know, infrastructure.

This is the result of President Asterisk's efforts along these lines when he was Veep. In a word -- FAILURE. No, make that TWO WORDS: EXPENSIVE FAILURE.
