After reading this from the article, I'd say obama.

She suffers from Dementia and claims she didn't remember voting absentee. I think anyone that is issued an absentee ballot should not be allowed to vote at the polls even if they claim they lost the ballot.  Surely there is some relatively easy way to keep track.
