I don't want to turn this into a firearms thread, but it can be argues that the 2nd applies to the Federal Government.  Not the state or local governments.

Also, not to turn this non-firearms thread into a legal thread, but the Supreme Court long ago held that individual rights guaranteed by the first eight Amendments apply vs. the State sovereigns as well as the Federal one, under the 14th Amendment's Due Process/Equal Protection clauses even if they only appear to limit the power of the Federal Congress or Executive.
