I think police here in the US generally warn before releasing the dogs.  That makes the most sense, since you don't want to put the dog in danger if you don't have to.

Getting the perp to peacefully surrender is ALWAYS the preferred path.

Pretty much.  If you know how you can defeat a dog fairly easily (most don't) but the cop is never far behind and you will probably not get them both.

Pretty much.  If you know how you can defeat a dog fairly easily (most don't) but the cop is never far behind and you will probably not get them both.

A .45 will stop both rather quickly.
