This looks to me like some civilian who is trying to sound like he's in the military.  Everybody who has been in the military knows enough not to use a colon.  Here is how you're supposed to write 3pm in military time--1500.  TEB is dumber than Boog the chocolate lab.  If he was actually in the military like he claims, then his pal Gunny needs to straighten him out.
