Asked to explain the difference between her unemployment figure and the government's, Ross said the government's official jobless rate does not factor in working-age Californians who stay out of the work force by choice, such as stay-at-home parents, or those who have simply given up searching for work.Taking those people into account, she said, translates to a 57.5 percent employment rate for the state, which is slightly less than the 57.6 percent recorded in 1977.
