When Helping Hurts. They wouldn't, because it has a very Evangelical Christian perspective, advocates treating persons in need as individuals, not classes, and points out that just throwing $$ at persons in need is likely to harm such persons and fails to work out the way for each needy person to work their way
(education? better job? better habits? ... each person's problem causes are unique) through their situation. The other side of the coin, the person giving aid, is harmed too when they just throw $$ at a problem, by feeling good when they may have caused harm, and not worked with the needy person as having worth of their own.
Need I point out that one-size-fits-all government social programs cause harm (e.g. dependency) more often than being beneficial? For many/most DU-folk that's heresy.
