Why are the Republicans up this week, and the Democrats up next week?

Wouldn't it have been better to have them all up at the same time?

Or was this purposely designed to give decent and civilized people two weeks of merriment instead of just one?

Why are the republicans up at all?  They stuck around and did their jobs.

I would suspect it had to do mostly with when the two separate petition drives hit their critical numbers, Frank, but there may be more to it than that.
