This is where the Dummies blindness on "gender equality" comes out to play. Young women can become pregnant, and in fact do become pregnant on a regular basis. They are also more likely to have a daily prescription with birth control pills. That is factored into their insurance. Young men don't generally have any major health issues, and if they do it would likely be considered a pre-existing condition and be factored into their insurance payment.. Young men do pay more for auto insurance because they tend to be more reckless.
Insurance companies set coverage rates based on the probability that it will need to be utilized, period. Or at least, that is how they did it until the government started poking around with it.
