After seeing a 'California recall-ballot' with holes in the envelope, at least the cheaters are resigned to not altering the votes. They'll just throw them away...

If you follow the ballot-instructions about putting it in the envelope, the X- Yes marking shows-through a hole, which supposedly has something to do with sight-impaired voters. -Which doesn't make any sense.
Neither does the 'NO-YES' option. All the candidates' names have a check-box.
Hope some Californian-members can verify if that's what's happening.
